Opening Letter

DEAR PARTNERS AND COLLEAGUES,

Entrepreneurs across Dallas–Fort Worth, particularly people of color, women, and business owners in historically underinvested areas like South Dallas, continue to face real barriers in accessing capital. While reports like the Dallas Small Business Ecosystem Assessment have helped surface these challenges, what’s needed now is action.

Underwriting Reimagined was created to meet that call. It is rooted in the belief that the system is the barrier, not the entrepreneurs navigating it. Similar to the classic metaphor: “the fish aren’t sick, it’s the water that needs cleaning,” small businesses aren’t failing because they’re inherently flawed. They’re navigating an ecosystem built on outdated, inequitable standards. We aim to change the “water” by reimagining underwriting to foster fairness, expand opportunity, and support long-term success for underrepresented entrepreneurs across the region.

We bring together financial leaders, business experts, and community advocates to build tools that reflect the lived experiences of entrepreneurs who are too often left out of traditional systems.

At the core of Underwriting Reimagined is a Community of Practice to design and pilot potential solutions to shift behavior and rebuild trust between entrepreneurs and lenders. This work builds on the ongoing commitment of finance leaders across DFW, whose efforts have laid the groundwork for more inclusive, relationship-based models of lending. Underwriting Reimagined seeks to build on that momentum, deepen understanding, and provide tools that make personalized, community-rooted lending standard practice.

Fear of Personal Financial Risk

Entrepreneurs expressed deep concern about collateral requirements, personal guarantees, and the long-term consequences of taking on debt without clear understanding.

Mistrust Rooted in Past Harm

Many entrepreneurs described previous interactions with lenders that felt dismissive, opaque, or punitive, shaping ongoing reluctance to re-engage.

Gap Between Intent & Experience

Finance leaders emphasized a desire to support entrepreneurs, while entrepreneurs experienced lending processes as transactional, confusing, or inaccessible.
